Dan is an engineer by education, a technologist by trade, and is experienced in general management and corporate governance in both private and public sectors. He is passionate about people and what makes them perform at their best, and in building high performing teams. He is interested in the relationship between human behaviour and technology, the ways that these two things can align to create better outcomes for people, and the skills needed to do this well. He has worked globally, building distributed teams across the UK, US and India – but is focused on the local community in which he lives and works.
He was awarded the DigitalLeaders Local Digital Leader of the Year for 2020 for Northern Ireland. He was recognised as the UK CIO100 #17 in 2021 and #8 in 2022.
He is currently the Chief Digital Information Officer at the Department of Health in Northern Ireland, seizing the opportunity to use data and technology to improve health and social care experiences and outcomes in the region, and to create an economically sustainable service for the next generation. The CDIO post is part of the Department of Health Executive Board, bringing accountability and leadership for Digital into the top management group and concentrating six key levers – strategy, policy, funding, governance, decision making and system-wide design. He had responsibility for the Digital response to the COVID-19 pandemic in Northern Ireland.
Previously Dan built over 20 years’ experience of technology led transformation in central government and healthcare organisations around the world while working for Accenture, with the final 4 years as a Managing Director for the UK health business.
